What's a good program for editing sound files?

My wife is looking for a program to cut sound bites out of a movie (.avi, .mpg etc) to put on her computer theme. What's a good program for doing this?
 
VirtualDub will do it. Just open the video file, select the part you want to save, and choose the save wav option.
 
I've used them all and the most enjoyable pain free fastest audio editor I've ever used was Vegas Audio and/or Vegas Video (same thing) or even Vegas Factory, I'm able to remove commercials from a 3 hour recording in 20 minutes. Goldwave, MP3edit pro, virtual dub all major pains in the ass compared to Vegas Audio but hey that's my opinion.
