whats a good MPEG-2 editor? (SVCD)

OK, heres the deal, I'm ripping DVD to SVCD with DVD2SVCD and I end up with 2-3 700mb or so files, I want to crop out sections to make a "best of" SVCD.
I have TMPGEnc, Virtual Dub, Ulead, Adobe Premere and I just can't figure out how to crop out a section and save it in the same format.

If you have instructions using one of the programs I have, please be specific, I am slow and old.

use TMPEGenc

in the range section, you can select a section to encode
OR
select a section and Cut Edit it out with the Cut Edit option on the bottom left
