What's a good moderatly priced P3 SECC HSF?

I've got a friend with a P3 650E SECC with the stock HSF, and he want's to try to OC to 133fsb, so he needs a good HSF. He's trying to not spend a load of cash, so no Alpha goliath that costs 30 bucks.

Also, are P3 SECC multiplier locked, or is it only PGA P3s?
