What's a good gif animator program?

I'm interested in attempting to make some animated icons and cartoons that we all see over the web. It's for my buddy AIM icon 🙂 Nothing high quality, nothing serious, just something easy to use if I am starting out with a single frame. Any sites or programs that you can recommend?
 
i think the most widely used gif animator is called something like gif constructor or something like that, cant really remember do a search in two cows or download.com

Paint Shop Pro has Animation Shop included. Both are very cool programs, especially for the price. And a friend of mine is a programmer at Jasc Software, so I like to plug his product now and then. 🙂
