Whats a good cheap pci vid card with tv-out? trying to setup an emu box

I got a very nice and cheap ppro-180 for 30 bucks at egghead.com http://www.egghead.com/ShowPage.dll?page=prod_page_p&ItemEDP=154334 and i want to replace the built in video with a better pci card with good tv-out. Any reccomendations for under 30 dollars? What would have better tv-out, a pci tnt or one of the ati cards. i know the ati is lacking in any real 3d acceleration but i heard their tv-out was pretty good.

The machine doesn't have an AGP slot...ugh...have to do with pci.
