I've heard that it has something to do with Vietnam, and I know that in Street Fighter II, Guile's friend was named Charlie.

Then there's the charlie-horse.
Charlie Brown.

So WTF is a "Charlie"?

I'm not sure about the other ones.

Charlie is the phonetic for C in the military alphabet. a= alpha b= bravo c = charlie. In vietnam the vietnamese who we were fighting were the Vietcong, or the VC. They were often referred to as Charlie or charlies. As in " There is charlie all over the place".

I think.
I just made all that up.

In Viet Nam the Viet Cong were our enemy. It was only natural to shorten that to VC. When talking on the radio there was protocol to follow and you would refer to them as "Victor Charlie." They came to be known, from that, as "Charlie."

It's a name. Short for Charles. That takes care of Guile's friend and Charlie Brown.

As for charley horse, it's a baseball term. No one's sure where it comes from.

As has been said, the Vietnam tie-in is for VC.

Lastly, dear god, what's your IQ?
