Newsflash: the Federal government destroys sensitive and classified information every day, everywhere, even *gasp* at the whitehouse.
So outside contractors are able to view top secret classified information before shredding?
I sincerely hope that's not how our government destroys classified information.
At least shred it before it leaves the office, not give it an outside company to shred it.

Since you obviously don't then I'll give you a hint, contractors can get a security clearance.
I held such a post before. I worked daily with people with the highest levels of clearance in government.
Some of them I wouldn't trust with a pencil. So please don't make me laugh. Just because someone has clearance doesn't mean they aren't morons or... well not very nice people with fairly low morals.
Where? What clearance levels? What programs did you have access to?
Top Secret (and even Secret) material is not given to shredding services. These documents were probably For Official Use Only and Privacy Act information. Actual classified, as is mentioned above, is typically shredded but also can be burned or pulverized. There's a few other methods, but they aren't as common.
Also, it's not shredded THEN burned. The shred is so fine that it's almost like dust these days. Shred bags are tossed in the trash.
We have shredder services visit our base nearly daily, picking up trash cans and trash cans full of documents (they typically shred on site in the back of a large truck -- quite nifty).
