What XP program opens up Publisher files?

Just did a search at Microsoft downloads. Don't think there's a free viewer for Publisher. Never heard of one either.

Try some open source office suites or (if there are any) desktop publishing apps.

Maybe if you have Corel Draw or some similar programs, they might be able to open Publisher.

What do you need to do? Maybe you could ask a member to convert it to a format you want.
 
You won't be able to access the file without having Publisher (or Adobe Pagemaker). You could also convert it to a PDF file just for viewing/printing with the full version of Adobe Acrobat.
 
There is a version of Office XP with publisher, but it cost more.... I don;t think anything else will open the file.
