Budget would be 1.5K and not including monitor but needs to include OS. Please share, I know what to get for games but not really for Photoshop stuff... I would like at least 500 GB of HDD Space and some 2Gig of RAM.

For photo editing, get a dual core (not dual proc) and quite a bit of RAM (2GB+). Also, you will need at least one fast drives (SATA Raptor). I would probably do something like 74GB Raptor + 300GB bulk storage.

For the video card, if this is going to be a pure 2d machine, get something like a Quattro.

For photo editing? That's ridiculous. COMPLETELY ridiculous. Unless the budget is money he insists on spending, it's stupid to spend that much to edit photos. Photoshop ran perfectly on an Athlon XP 2000+ rig I had, 1 GB ram... Runs without so much as a hiccup on the s754 AMD 64 3000+ I'm running, with the same 1 GB of ram... why spend more than 1/3 of your budget on the processors when your CPU usage will barely break 70% on a package that costs only half of his budget?

Just about any anything will meet your requirements.
