I am building a system for my brother. Currently i have a soyo SY-7VCA with a P3-700 that is overclocked to 966 with stock cooling and 133 fsb. This is a cbo stepping and i guess is a desireable thing. Now, i was thinking of using my current mobo and chip in the system for my brother and then buying a p3-900 and a asus cusl2-c for myself. Should i keep my current chip and give him the p3900? Can i overclock the p3-900 (100mhz bus) as easily as i can my p3700? Meaning, if i run the 900 at a 133 fsb, will it instantly, without any crap, give me 1000mhz+?

Both of the above have excellent suggestions. In general, a 900 won't overclock any further than a 700.

Buy a guaranteed overclocker from either Bonkers or Compuwiz.

if you are looking for a guaranteed overclock ... check out PC Nut. i have had a really good experience with them, although they are more expensive that just buying off pricewatch.
