well the best is opion based. some would argue the audigy is better or the TB santa cruz. But it is deffinitely a good card. Though i would get a teac floppy drive or someone elses. I have bad luck with sony floppy drives. they dont lasst for whatever the reason maybe. 🙁
 
If you're hoping to overclock, I'm having some problems with my 8IRXP in that area. You might want to check out another motherboard. Some people can do it with that board, others have a mysterious cold boot issue that won't go away. Everything looks very nice though. Aside from the cold boot issue, the gigabyte board is very nice.

Consider a Geforce4 TI-4200 or 4400 to save almost a couple hundred bucks easy. They're still crazy-fast and overclock but you're not WASTING that ~$150 for an almost-unseen speed gain.
 
The Samsung 512mb pc2700 is only $4 more than the corsair PC2100 at Newegg. The samsung should give you quite a bit more overhead when overclocking.

 
Overall, nice choices, but since you asked...you can make it better and save a few $$

Change the 1.8A to a 1.6A
Higher FSB, higher mem speed and save a pile of $$!!

Change the P4B266-C to an EPOX 4BDA
Better mem speed due to 4:3 mem @ any FSB. I've built 2 of these 1.6A @ 2.4 GHz DDR400. No ther 845 board can do this. Also has PCI/AGP 33/66 lock.

Change the Corsair to Samsung PC2700
Samsung PC2700 will run @ PC3200 (DDR400)

I like the nVidia ref HS/fan on the GF4 cards. Dual fan (noisy) is not my thing. Your choice there.

Change AE to a Santa Cruz.
Better driver support

I just finished up a system for a friend. I used the Plus660B (Black), and it is a nice case! Comes with the True330 PS. The case is a real pleasure to work with. It is basically the same setup as mine. EPOX 4BDA, 1.6A @ 2.4 GHz, 512 meg Samsung @ DDR400. That 3 piece combo is a real nice one.
