(By birth control, I assume you also mean government restrictions.)

And a lot of kids would be in shelters...

And actually you might see some self limiting of certain diseases, such as HIV/AIDS, you get to the point where so many people may have it that it will begin to self limit due to lack of viable bodies to infect. But I'm not an epidemic specialist by any means.

In my opinion birth rates would go down, because people would understand the risks. Especially in developed countries. Why has the population of the world gone up so quickly, is the other question. Im asking becuase we have all these forms of birth control, but the population of the world still rise exponetionally (sp).

To answer your question. Antibiotics, universal precautions(aseptic and sterile techniques + Germ Theory), chemotherapy, medical imaging and better emergent/trauma care.
