What would it take for the US to actually "declare" war?

We haven't officially declared a war since World War II? When that happened there was a huge shift of production towards military efforts, rationing of food, curfews, blackouts, etc...

What would it take for something like that to happen again?

Okay then, how 'bout this: Who would ever have a chance of invading US soil? Mexico and Canada don't count. I imagine anybody trying to invade the US would certainly start WWIII.

i cant see anyone invading the continental us or hawaii/alaska, more likely they would take over our territories abroad (like japan did in ww2)

A major effort by a large powerful country to attack and invade the U.S. or one of our allies.

Count the ships in drydock around the country and planes at Davis-Montham AFB, and we've got at least 1:1 ratio with every plane and ship on the planet. The Soviet Union had the raw capability, but so much of that material is now non-operational. China would stand the best chance if they got more advanced technology from another country IE Russia and started a massive material construction campaign.

We've literally got more F-16s in mothballs at Davis-Montham AFB than most countries have planes in their air force.

I didn't really make myself clear enough - if China were given modern technology and designs, they could leverage their massive manufacturing capability to produce a moderately-sized navy in short order. AFAIK, we (US) sail more military vessels than all other nations on the planet, combined.

but no country has the ability to project thier power to acupy are territory so yes they could suitcase nuke, hell no country really could pose any threat to us in a non nuclear way. speaking of why don't we just solve the tawain prolbem by secreatly giving them nukes? then they claim they develped them on thier own. don't think china would even raise a fingure if the declaired independence.
