What would I need for.......

you could get something like an ati all-in-wonder 128 32 meg, they have the best video capture and tv out and tv tuner out. And if you wait a while and save up a lot more money, you can get an ati all-in-wonder equipped with a Radeon instead of the Rage 128.
 
Maniac9127: A VCR that has an S-Video output. 🙂 There are no converters to go from composite to S-Video, AFAIK... besides, unless you're capturing straight from DVD, S-Video won't really make a difference...

well, i think you would need a newer vcr with an s-video socket in it and then all you need is an s-video cord and that should be it if your video card or whatever will be able to capture from the s-video socket
