What would cause my PC to render shadows lower quality than they should be?

I noticed lately that in most of my games that use dynamic shadowing the shadows all look terrible. it looks like they are running at half the resolution they should be. I go check YouTube videos of people playing the same games with similar setup (intel i5 + gtx 970) and their shadows dont look as blocky and shaky as mine do.

Some of the games I notice this on

GTA V
Assassin's Creed 2, Brotherhood, Revelations
Borderlands 1 & 2
Skyrim
Batman Arkham City

Is there something in my system that could just cause only shadows to be messed up? Admittedly Ive never heard of a problem like this before. All other graphical elements seem to render correctly its just dynamic shadows on my PC in particular seem to render at a lower resolution than other peoples similar setups.
 
In your control panel you do have the ability to override ingame settings, I would look at that. Maybe in your geforce experience you are using suggested settings? Otherwise, no.

Did you notice a drop in games you already play or are you JUST comparing youtube videos?
