What would cause drivers to delay loading?

It seems like the ATI drivers in my computer load after everything else in my computer loads. This causes my computer to give me the "new hardware popup". The computer says it needs to download drivers, but after half a minute or so, the popup goes away and the ATI control panel symbol appears in my taskbar.

BTW, I got a new Sapphire 1950XT PCIE card.

Enough with the new threads about the same card. Please post in one of your existing TWO threads on the subject.
