What would cause audio stuttering?

A friend's Dell with Audigy 2 sound card will stutter every few minutes. I've tried a different video card, different power supply, different PCI slot, disabled all anti-virus/firewall.

What else could be causing the stuttering every few minutes?
 
Audigy 2. I believe I have the same problem. Eventually I'll get another sound card, or switch to onboard.
 
Horrible Creative drivers and hardware? Just Google it. Seems like no matter what they do, there's ALWAYS somebody having this sort of problem with every soundcard they've made since they started making PCI cards, or at least since the Live.

His CPU time isn't being eaten up intermittently, is it? Even though the Audigy is hardware-processing, it could still cause such a problem.

Yes, at random times the CPU usage does spike. I disabled EVERYTHING from starting up and I just heard the stupid thing stutter again. Damn this is annoying.
 
I have an old Turtle Beach, never an issue.

My next sound card will be M-Audio 😉 They can be Froogled for not that much $$.
