What would cause an NT4 machine to not be visible on NetNeighborhood, but still be pingable?

I'm having a dilemma that has been confusing me. If I had seen this this on Win98 or Win2000 I would immediately suspect that 'Microsoft File And Printer Sharing' was not installed; but on NT4 there is no such service. So I went to look at what is installed:

Services:
Computer Browser
NetBIOS Interface
RPC Config
Server
Workstation

Protocols:
TCP/IP Protocol

For some reason the machine is given an IP address and is pingable, but does not appear in Network Neighborhood. The network in question is TCP/IP with layer 2 switching.

Nevermind it was fixed. It was the Server service that was not starting, fixed as per MS Knowledge base article Q151427.
