What would be the next step up from Nvidia GeForce4 MX 420 64 MB RAM PCI only?

I need a card that works best with Direct X 9.0a and if they only work with Direct 8 will the drivers compensate to allow it to work with 9? Actually thats what im running now is Nvidia GeFOrce4 MX 420 and running it on Direct X 9, such an old card but doesnt seem to be helping the comp.
 
I don't fully understand your question. Are you wanting to upgrade cards because of driver problems or just cause your card is slow?
 
Not much you can do on PCI ... Radeon 9100 is probably about as high as you can go. It will give you a measurable boost over the MX420 (think difference from GeF2 to GeF3, at best), but you might just be better off saving up for a new system.

And all the cards on the market are "compatible" with Direct X9.0a ... it's just that none of the PCI cards support Dx9 features. Only exception is FX5200, but that card is so underpowered as to make it useless with Dx9 features on.
