What would be the cheapest option for my friend to watch tv shows I have?

I have some tv shows on my computer I want to let one of my friends watch. He has a basic Emerson lcd and the usb port will not read videos from a usb drive. His phone is an HTC One so I cant give him an sd card to put in his phone. I am not sure if he could even stream the videos from his phone. He doesnt have anything else hooked to his tv except a coax cable for cable tv

He doesnt have a computer. He doesnt have an hdmi cable for his phone but he could get one I suppose but then I guess he would have to use dropbox etc. I would want to do that as a last resort if possible.

Put the shows on an external HDD. Have him buy a refurbished computer to play them on his TV?

Have him connect his phone via USB to your PC and just transfer the files over.

Or you can setup a private streaming media server like.. Plex, I think it's called?

If not that some other type of media player. You may find a cheaper way but getting a decent media player will be a much more enjoyable experience.

Get a Raspberry Pi Model B and install OpenELEC to an SD card or USB drive you have lying around. $35 and done.

Mine runs BR rips without a problem.
