did you try playing around with different drivers just for sh!ts and giggles?
Installed the newest drivers several times. I have now turned the computer off because the fan on the video card heatsink is making a loud noise.

No. I will attempt to work this out with the guy I acquired it from. I traded for a working video card and that is not what I got.

definitely video card.
my old matrox mystique 220 would look similar to what's showing on your screen when overclocked. underclocking might fix it... but i'm sure you didn't go out to buy an underclocked ti500.
 
I've seen bad monitor cables produce similar fruity problems like that, but as above likely a graphics card prob. Replace the fan, if not replace the card.
