What config would be faster overall?

FSB/MEM 166/333Mhz

mem timings
6-3-3-2

OR

FSB/MEM 200/400MHz

mem timings
11-3-3-2.5 ?


Would running at FSB 200Mhz make up for the performance difference in the mem CL cas setting?
