What would be acceptable ping rates on a WAN/MAN over OC3?

I work for a school district and we have OC-3 fiber running across town. I constantly see ping rates spiking over 100, usually in the 100-150 range. I even see pingrates over 100 within our own building to different subnets.
 
pings should never be more than a 5-10 milliseconds on a LAN. In your case I'd call 20 unacceptible.

sounds like that network has serious problems.
