What would a system that could deliver water and boots on the ground look like?

Ignore Katrina, ignore what just happened. Theres plenty of time for blamestorming and that fun will start tomorow. Lets just imagine what a system that could deliver clean potable water and boots on the ground in 3 days or less would look like. Is this something we can afford?

99% of the time its not gonna be uitilized. But oh boy, is it nice to have when needed. Water and security buys you lots of time, now your prob is the sick and injured. If you can deal with them the uninjured ones are ok for a week or even longer.
Lots can be done in a week. But without potable water your on a much closer timetable. Its just this easy, with water you got 3 weeks, without clean water you got 3 days before healthy people start dieing.
Talk to me guys what we got dosn't seem to be what we need. What would what we need look like if you were to see it? If it was your job to inventory it to insure avalibility, what would you be looking for?
edited for spelling, can you believe it?

Edited for spelling? Keep editing! 😛

Anyway, we actually have a system that would have done a decent job but Feds (FEMA) kept the aid groups out of the city. The Feds are the ones responsible for not letting food, water, medicine, etc. into the city to keep the people alive until they could all be evacuated. The proof is incontrovertible at this point.

Ya, I see the onion unraveling. The fun parts being who is gonna give Halburten the contract? That don't look real good. And I am sorry but spelling isn't an easy thing for me. I've been told it's because I've had a hearing loss sience the age of 3 or so and I just don't percieve the different sounds because I've never heard them. But thats just an excuse. I'm glad you can look past my misuse of the language and still respond to what I'm trying to say.
