What kind of plastic?
Some thermo plastics can be welded with some toxic solvents. Which (welding) is what I think "modelling cement" tries to do. It doesn't work well at all, if it's not the right plastic. Also, the bond needs to harden, undisturbed, for a long time (week) to be strong.
Otherwise, phenolic resins (epoxy) are often the most reliable. Just clean the surfaces real well. That is very important. It also helps if surfaces are not smooth, etched, to give the resin more bite.
Superglue is not a good adhesive. It's adhesive strength is good enough, but it's ability to absorb energy is very poor. A distinct tap usually easily breaks a superglue bond.
