What Week is this Processor?

I just recently got the AYHJA 1.4GHz from Newegg but to my surprise it was a "F" stepping. I had never heard of the "F" stepping so I jotted down the tags on the Core. I was hoping you guys could tell me how to read the week of creation and whatever other relevant information regarding this CPU. I am hoping to OC it to 1.6. Using the SK6 and a Sunon fan which may soon be upgraded to the dreaded Delta. Also any reason why the CPU would be running idle at 107 deg Farenheit 42 C? Isn't that a little warm based on the cooler? Or is it because of the insufficient fan? I am using the Epox 8K7A+ board and the case ambient temps are at 22 deg C. Thanks.
