What was this parent thinking breaching a fence with a 4 year old and kid gets bit, bears get euthanized

All I can think of:

"Kids are so naive. Lisa, when you get to be our age, you'll learn a few things, like when a sign says "Do not feed the bears," man, you better not feed the bears."

Why not just give the kid a rabbies shot? Why euthanize the bears?

Anyways, why is it if a parent losses a kid in a shopping mall child services is all over their butt. You help your kid hop a fence to pet the bear and he ends up a millionaire?

Because it isn't just a "rabies shot" it's a whole regime of them.

They had to euthanize the bears to get the sample to check for rabies, if it comes up positive, kid gets rabies regime.

Rabies treatment is horrifically painful and potentially risky. hey would rather not subject the kid to it. The only definitive way to tell if the bears could have given it to the kids is to examine their brain. You can see where this is going...

Plenty more where those two came from.

Stupid parents and kids are both more common and easier to make. Let the bears live next time.

That could have ended up as a great potential Darwin award.

Bullshit. It's a handful of painless shots.

I guess things have improved then.

I agree with the euthanize the parents concept...

Better yet, teach the parents a lesson and present them with the bill for repairing the fence, putting down the two innocent animals, lab fees associated with rabies analysis and all other medical bills involved (i.e. automatic denial of any medical insurance claims). Tack onto that replacement cost for obtaining two more bears and the cost of additional safety equipment (i.e. warning signs every 5 feet and a second layer of fencing). At that point, even if their wages aren't being garnished, the parents will learn to never, ever do anything that stupid again.

EDIT: Of course, we need the media to heavily publicize the final dollar figure of the parents' financial responsibility and make it clear that this could happen to anyone who does anything this mindless. Of course, the media would probably never do this and/or people dumb enough to do this would never be paying enough attention to hear about it anyways. *sigh* Such is the society we live in.

EDIT2: Or on a milder note, the park personnel could put up a memorial plaque for the two bears describing the events that took place and why they were euthanized, and pictures of the family involved. Anyone who comes by to see any new bears would then see such a plaque and it would serve as a warning, a memorial to two much loved bears, and a persistent embarrassing reminder of people's stupidity. Oh, as in the previous edit, charge the family for the cost of said plaque.

Also have a sign with their pictures on it announcing "Smokey the Bear says, only you can stop dumbfvcks like these"

It probably wouldn't be worth it. Just look at the behavior. Odds are, this guy is the trashiest of white trash, and his wages are probably garnished already for alimony and/or child support payments to any number of women.
