Better yet, teach the parents a lesson and present them with the bill for repairing the fence, putting down the two innocent animals, lab fees associated with rabies analysis and all other medical bills involved (i.e. automatic denial of any medical insurance claims). Tack onto that replacement cost for obtaining two more bears and the cost of additional safety equipment (i.e. warning signs every 5 feet and a second layer of fencing). At that point, even if their wages aren't being garnished, the parents will learn to never, ever do anything that stupid again.
EDIT: Of course, we need the media to heavily publicize the final dollar figure of the parents' financial responsibility and make it clear that this could happen to anyone who does anything this mindless. Of course, the media would probably never do this and/or people dumb enough to do this would never be paying enough attention to hear about it anyways. *sigh* Such is the society we live in.
EDIT2: Or on a milder note, the park personnel could put up a memorial plaque for the two bears describing the events that took place and why they were euthanized, and pictures of the family involved. Anyone who comes by to see any new bears would then see such a plaque and it would serve as a warning, a memorial to two much loved bears, and a persistent embarrassing reminder of people's stupidity. Oh, as in the previous edit, charge the family for the cost of said plaque.
