What video card is the best for Photo Editing.

I am opening up a photoshop and I would like to do some photoediting to repair pictures. I want something that will handle good with the best photo editing programs out there.

im not sure on compatibility issue, but Radeon and G400 (or G450) from matrox are both upheld as great and sharp image producers. I think G400 would be your choice as they would be more for business use and Radeon more for games.

You could go all out and get an Oxygen card. But that might be overkill for your application.
