what utility (linux) could I use to see if outgoing port disabled on my network?

I'm trying to figure out whether its a server that's down, or the network admins blocking a certain port -- do you all have any suggestions how I could test to see if it's a port being blocked?

Try traceroute, if the trace makes it out of your network it's most likely your admin.

Is there a reason you can't call and ask them?
