for my friend? in their house, when the dryer or stove or anything the turns on thats powerful, the lights dim then go back to normal..... what would be best for their computer and monitor?
 
You might want to recommend that your friend have an electrician check the connections in breaker or fuse box. Also, the connections at the electric meter loosen over time.
 
I would recommend a UPS with AVR (automatic voltage regulation) that compensates for spikes and sags in the line.

I agree, I like APC's UPS.

i dont need something that keeps the PC and monitor on when the poer goes out, so would the monster surge protecter be good enough or no?
 
no, you can't use a surge protector, because those aren't surges, that is not enough power. You have to get a UPS with AVR, I use a pkelectronics blackout buster, isn't too expensive and it works great.

I bought a Belkin F6C-650 UPS for $110 and have been pleased with its performance. It's USB, 650VA (400W) for 45 min, with AVR. I have my PC (Athlon + 2 HDD + 2 Optical drives + lots of USB powered peripherals), 19" CRT, USB hub, cable modem, a radio, and VCR which only load it to 55% of capacity. Works with Win 98, 2k and XP (natively in XP) but not Linux. The lack of Linux support (for unattended saving/power down) is my ONLY complaint.

APC's are what I'd recommend but the Belkin was a more affordable option.
 
the lights are the only thing that seem to dim, dosnt seem to bother the pc, since i was right there. should I get the UPS anyways?

No! They make the worst surge protectors. I have seen plenty of them fail and let connected equipment get damaged. I would recommend APC only. I would trust the lowest end APC (Surge Arrest) more than the best Belkin.
