What tv video card is best

I would like to hook up my gamecube to my computer. Also I would like to record tv shows and burn them onto cd. I have a ATI TV wonder VE, it is not what I'm looking for on video input. It makes all my games look bad. Anyone know of a better card.

So if I hook up my PS2 or gamecube it will look good? As it is now my TV looks better then the ATI TV wonder.
