When you said you changed the setting, for PCI-E first... was that the "Boot Order" setting,, and the one that you put first was "PCI card"? That's the wrong setting, btw. That's your HDD/disk boot device order, and has nothing to do with the graphics initialization.
You need to look in your BIOS, under possible Northbridge, or Chipset, and there will be a setting for Integrated Graphics Initialization or something like that, you need to set it to PCI-E then IGP, which will check the PCI-E slot first for a graphics card, then the chipset IGP.
