what speeds can i expect from amd within the next month...? buying a college comp and currently just waiting till the last minute. also... is it worth waiting till mid-august to get serial ata and ddr400 on my Motherboard.. or should i just screw it and buy an asus a7v333 and a athlonxp 2000+

I don't know about serial ata. While current IDE drive technology won't make any use of it, future drives might. But DDR400 is almost worthless for the Athlon XP because it doesn't even make use of DDR333 bandwidth very well. You're better off buying a more "mature" DDR333 board than a brand new DDR400 board that offers questionable performance increases. And remember, you can always buy a PCI serial ata card later on should you need it, I wouldn't consider it a make or break feature at this time.
 
what about with graphics cards.... should i just buy a ti4600 (i was thinking the gainward gold sample from googlegear) now or should i wait for the new radeon to get that or should i wait for the radeon for a possible price decrease in the 4600?????

I myself would wait for the radeon 9700 at least before buying your system. At that point all the stuff you are looking at now will be a little cheaper and you can get the radeon 9700 or the ti 4600 for cheaper at that point. You may want to pick up your ram now though as the prices for that are going up.
