What to do about receiving wrong SBS 2003 discs?

My friend's company ordered a retail copy of SBS 2003 R2 Standard Edition, and the discs and key they received are labelled "Microsoft Partner Program" and "for internal business use only, not for production." These discs are clearly from the MS Action Pack. How would my friend go about reporting this company to Microsoft, and if they do, will MS be able to give them the full retail version they paid for?

 
as Smilin said, speak to the company first. You can always report them to Microsoft if you don't get what you should have received.
 
Call Microsoft and let then hammer whoever did this.

MS has been giving free copies of XP to people that report illegal copies of XP sold to them.

Wow. Talk about a flagrant scam. That takes guts (or stupidity).
 
Yeah. I talked to my friend and it turns out he did try to contact that company and they insisted the software is legit, so he has now sent an email to Microsoft.
