Read the fine print on the application, and I guarantee you it says if you don't meet their requirements for a Platinum card, you request your application to be considered for the regular one. Every CC app I receive says something like that.

Yep. That is the way the Discover card was I applied for.

The reason I'm pissed is because I'm a long time chase customer. And they've been sending me letters saying that I'm PRE-APPROVED for chase Platinum card. So finally I decided that I might as well get a platinum card, since it appears to have good rewards. And what do I get instead? A regular card with low limit and no rewards. Argh...
