Probably not many companies wanting to pay Nintendo so they can make their own GameCubes. In Japan, consoles made by other than the parent company are fairly common. I think there were at least four different companies that made SEGA Saturns for instance. Hitachi, the company that made the Saturn's two 32-Bit processors had a couple of different models, including the Navi-Saturn, which was for use in cars. JVC and Panasonic are another couple of companies that do such things over there.
The profit margin on the console hardware is usually pretty thin to begin with, paying a licensing fee on top of designing and marketing your own hardware isn't going to attract too many businesses, even though the main hardware is already designed by Nintendo.
