What the hell is this

well...i noticed form your URL that you arent going directly here but rather through some other site, could it be form them?
 
It looks like a disability feature has been enabled in windows. A couple of our lab computers icons that pop up that look like this for people who are near blind.

Thats a good idea. Also, there are a couple icons in your tray that I don't recognize. You might want to try disabling all the extra programs you have running in the background.
