what the heck is the difference between an overtime meter and an expired meter?

Fighting with the City of Madison right now about a parking ticket that I got. I came back over easter and found that I had a parking ticket on my car. I only found one ticket on my windshield. Well evidently two were issued and now I get to pay a late fee for the ticket that I didnt get. One ticket was for an expired meter, and the other ticket was for overtime limit. It would seem to me that I got double ticketed. Isn't the very nature of being over the time limit sitting in front of an expired meter? Obviously if the meter expires its over the time limit.

Suggestions please.

There's probably a maximum time you're allowed to park there regardless of the meter.

ill have to ask if I can get the times that the citations were written then... because if they are too close together then there is no way that I could have been in violation of both.

I went to get the car in the morning too, so it wouldnt have been there that long...
