so why the hell are all of these ads that are sent to my email account naked pics. if they are not hookers, then what are they? and it sounds like it is illegal, but nowhere on the news do you see cops shutting down an escort service.

Watch an episode of COPS from Las Vegas.... they do it all the time.
It's the "low key" way of keeping the eye of the man on the services.
VICE squads routinely monitor who is advertising as what.
They may be a reverse sting as well.
