That's the interest you pay, I would think. $13.89/mo for every $1000 that you borrow, plus the principle.
 
You pay $13.89 per month per $1000 on the loan.

So if your loan is $20,000, then your payment would be $277.80 per month.

All of the payment goes towards the principle of the loan since it is 0% interest.
