What the heck does that mean??

I am looking to buy my first computer, a laptop, I have moderate expereince with computers, but I have no clue what the majority of the like 5,000 different specs means? Could you guys help me with this or is there a website that lists each spec for a computer and explains what it means? Thank you for your help.
 
Lets start by answering these two questions first.

What is the primary use of the computer going to be for? Then we can determine a speed that will suit your needs.

How much do you have to spend in your budget? or how much can you spend?

We can explain technical stuff after we have a pc to work with.
 
I would think that you really don't need a fast processor. A gigahertz Pentium M would be enough (add to that the small size and small weight). If you want to look at movies, you might want to have a bigger screen than the typical Pentium M would have.
As a limit, I say: 256 RAM (but extensible to at least 512), Pentium M 1GHz or AthlonXP 1700+ or Pentium4 2GHz+, HDD 40GB (more is better, upgrading hard drives is harder on laptops). Better choose a laptop with a screen/keyboard you like, and go from there.
