What the hell, eBay? That's practically the only scenario where it even makes sense to have a "best offer" option!
I think it has something to do with the fact that it's auction format (starting for $0.01). The "buy-it-now" option would typically disappear if someone bids, but eBay would typically allow the buy-it-now and make-offer options until that point. In some cases, eBay even enables the "make offer" option when the seller specifically left the option disabled. I even experienced a recent case where eBay allowed someone to "buy-it-now" when there were bids and there was no reserve price.
eBay is anything but consistent.
