You can't play GTA IV with that CPU. Anyway, to play games of 2003-2006(+) get a Radeon 4850/4870 or GTX 260 or above class GPU, as your your budget permits. Just keep it around $100 or so as more is as a waste.

And make sure you have at least 4 GB DDR2 800 RAM.

I played GTA IV with an E5200, and i used fraps too. No lag, the FPS as the same i have currently with my 2500K, i also used a GT 240.

@OP: Get the 1gb GDDR5 if those are you only choices. if you can get more cards, grab an HDX770. You dont needa new PSU for that, or grab an HDX750. The X represents either a 5,6 or 7.

I have played gta iv with an e7200 crap q9550 barely playable i7 860 tolerable 2600k 6970 acceptable but not perfect

It will run with e5200 tolerably at Low settings. And you need a complete system overhaul not just psu

you most certainly can not run the same settings on an E5200 as you do on the 2500k.

His PSU will likely not be able to handle a GTX 460, which is why I said 6770. He only has 196W on the 12V rail.

Should be fine, actually. GTX 460 only pulls ~120 watts during typical gaming. And an e5200 system is going to be really low beyond that, if not overclocked to the moon.
you have to be kidding saying that its okay to run a gtx460 on a cheap psu "rated" for just 16 amps on the 12v. even if that psu made 16 amps, which it does not in real world conditions, that system would use over that under full gaming load anyway.

gtx460 120 watts
e5300 40 watts
rest of the system 40 watts

even being optimistic that is 200 watts right there nearly all of which will need to come from the 12v line.

Isnt the 7750 the most powerful card available that doesnt require a psu connection? If I just wanted to play GTA IV I would spend 200 bucks and buy an xbox. The PC port is a terrible conversion performance wise from everything I have read.
