What do AMD and Intel say are the max temperature that their CPUs should run at?

I was wondering the same thing when I got my P4 2.4. I checked out the datasheets intel has on their website and found that the maximum temp is 70C. The data sheet does not specify if this is operating temp or storage temp. The measurement point is on the heat spreader on top of the CPU. I assume it to be storage temp because a proccessor running at 70C would be .........smokin!!! A good rule of thumb is to keep the operating temp BELOW 50C at full load. Of course its easy to keep it around 42-45C (full load) in my experience, just need a good copper HSF.

As I recall the maximum die temperature for AMD chips varied from 85-90ºC (for the chip to die forever) while the maximum OPERATIONAL temperature was somewhere in the 60ºC range, give or take. Intel chips are probably similarly spec'd. I think somewhere around 70ºC, a P4 CPU will power cycle to keep temperatures from going above that.
