what technically is non-cc paypal?

if i send someone an instant transfer from my bank account with my CC as backup ... is that non-cc paypal? or do i have to 'add funds' to my accounts and wait for the bank account to clear that amount, then paypal whats loaded into my account?

yes, instant transfer from bank account would be non-cc payment or addign funds to your paypal account and then paying would be non-cc also.
