What stores are open at midnight that sell earplugs?

Actually, I feel sorry for the poor thing. Stupid owners have been keeping it outside for the last few weeks, the last few days in nasty heat (93 in Seattle; that's bad). It barks the entire time its owners aren't around.

Stupid dog owners drive me nuts. :|

Anyway, rant over. Where can I get some earplugs so I can get some sleep?
