what sort of error is it?

Some small pictures are not loading on my machine.
For example, in the forums, the little folder icons next to each of the Forums show a red "x," which I can right click on, select "show picture" and it will fix itself.
But, why doesn't it work properly in the first place?
Is it Windows?
Is it my new video Card drivers?
Is it some other error?

 

Possible packet loss,I get that sometimes when there is very heavy activity on my cable modem.
