What software to use for composing HTML E-mails?

I work at an ISP and am starting an E-mail newsletter, but despite my attempts with coding HTML, uploading it as a website, copying and pasting the page into a new message, it isn't working to my satisfaction. What program is out there that would allow me to send HTML messages?

I agree...I would prefer someone to send me a regular plain text email. But Outlook can compose HTML emails I think.
 
You don't say anything about your setup, mail software server or client or anything, how can you expect anyone to help?
 
That shouldn't matter. It should either be a way to copy HTML code into Outlook Express or installing a certain program. Anyone?
 
Outlook Express works fine for composing HTML e-mail. Create a new message, make sure Rich Text is selected under the Format menu, and then go to View->Source Edit.
