What software is used to copy .img file to floppy disk?

As title, thanks a lot. I used to make those image file to floppy disk long time ago. But now I could not recall the name.
 
I have downloaded winimage but when I try to open some .img file I was always told that "Error reading file xxxx.img". Is that because the original file is damaged or there is some setting I need to do. Thanks.
