What size PSU should I get for this setup?

Currently, it has:
EVGA 680i motherboard
Intel e4300 dual core @ 3.0GHz
2GB PC2 6400
2x Western Digital 500GB
1x Western Digital 320GB
DVD Burner
EVGA 7800GT 256MB

It has a OCZ 700W PSU that looks like it may have failed after about a year of use.

In the future:
no CPU/memory/video upgrades
It will have 2 or 3 additional Hard drives probably 1TB+ each
It will have 3 TV tuner cards.

Should I go with another PSU in the 700W range? Too much? Too little?

700W is way more then what you need. A good quality 450W or better is all you really need. Heck you can even go with the Antec EA 380W PSU and have plenty of power.
